One question really is who owns much of this public data? Another is, who manages data that "belongs" to one country or legal entity and is not permitted to "live" beyond those bounds? I am thinking of, say, France or Luxembourg where certain information must reside within county boundaries, by law....what happends when it is dispersed within or among clouds?
